Trying to restore new iPad because passcode was lost, not allowing me to?

Bought a refurbished iPad pro 9.7 but passcode was lost, so followed prompts to restore iPad. When I pushed the top on/off button and volume button on side top to restart after plugging it into my computer, the apple logo comes up briefly but then the iPad/restore message comes back. It won't allow me to restore? or get new passcode to access the iPad?

If it keeps telling you it needs a passcode, then you are doing it wrong. The iPad should boot up into recovery mode, and and iTunes or Finder should then offer to restore it.
