You can get the installer from How to get old versions of macOS, which has a guide for your assistance before you download the installer. Use Safari to click on the link for 10.15 Catalina.

Read the excellent user tip Catalina - an upgrade guide before you apply the upgrade.

Your MacBook Air would need to be no older than the Mid 2012 model.
