How I can I find the owner of an Apple Watch that I found?

I found a I watch in the ocean and it has the activation lock. How can I find out the owner . I have the Apple ID and the owner name

If the owner hasn't't put it in Lost Mode which leaves his contact info, then there is not much you can do other than turn it over to the authorities.
