Deleted photos

How come when I delete photos in iPhone but they are also gone from iCloud ? Can I get them back ?

That's how iCloud works/was designed, i.e. when you delete photos in iCloud, they're deleted on the device as well. To get them back, try checking the Recently Deleted folder within Photos.
