Green dot in iPhone photos
How do you avoid this artifact that appears in nighttime photos with iPhone 13?

That green flare happens when a direct source of light pass through the camera lenses. It's quite a common phenomenon. The only way to avoid the dot is to try to move the phone until the flare in the scene disappears (or, at least, reduces its intensity).
Obviously, it's not always possible to get rid of it. Scenes with strong source of light – like your example – are particularly difficult to manage.
Consider that often it's possible to retouch the photo and remove the spot.
