You will have to use the backups you made of your iCloud data to recover your photos. The Recently Deleted album is the only safety line offered by iCloud Photos.
If the photo is very important, and you do not have a backup, you may try if Apple Support can recover it for you from Apple's backup. It is not guaranteed, that Apple can help.
