how to restore permanently deleted photos from iCloud

So i have an iphone & (paid) icloud storage - if I delete the photos from my iphone to free up space I was thinking that it gets saved in my icloud BUT it does not? Tell me whats the point of icloud storage if you cannot store your photos and free up space on your iphone? Lots of photos lost - would appreciate an official "Apple" response.

If you deleted them permanently, i.e. deleted from iCloud and removed them from the Recently Deleted folder as well, then those photos are irretrievable.

I think it’s a pretty poor system if there is no way I can retrieve my photo’s, I have lost honeymoon photos and videos and I think your system is shocking, I’m gutted
