If you are not the owner and do not have the Apple ID and Password then there is no way that you can get into this iPhone unless the original owner shares the Apple ID and password with you. If you are lucky you can get into this iPhone if they (owner) accidentally remove the device from their Apple ID.

Security updates and iOS updates are tied to the Apple ID in use on the iPhone, so you will need to use that Apple ID.

If this is an iPhone you acquired from somebody else and if it’s still tied to their Apple ID with Activation Lock, they will need to clear that for you, or provide you with the original purchase receipts showing the serial number and Apple can then clear it. If you don’t have that information, this device won’t be particularly useful to you.

Above answers are to the passcode, which would block initial access to the device, and can be reset. An Apple ID not yours that is holding an Activation Lock and an Apple ID signed in that aren’t yours are more intractable and Activation Lock particularly cannot be reset to bypass, however.
