You can turn on optimise iphone storage instead of deleting. This way all full resolution pictures will be stored in your icloud and only a smaller version will be on your iphone. Will save you a lot of gbs if you have many pics.
Tap Settings > [your name] > iCloud > Photos. Turn on iCloud Photos. Select Optimise iPhone
