How can I delete photos off of my iPhone to free up space without deleting them from my iCloud?
You can't.
Deleted on the device also removed the iCloud copy.

You can store pictures on your computer, BEFORE deleting them:--> Archive or make copies of the information you store in iCloud - Apple Support
When they are on your computer, you can delete them from iPhone or from iCloud.
