What if I want to turn on focus on only one device (iPad) and not my iPhone even if they are both signed in to the same apple ID? Can this be done?

Yes this can be done with ease.
In your example, on your iPad, open Settings ➔ Focus ➔ Share Across Devices: Set this to OFF. Do the same thing on your iPhone by opening Settings ➔ Focus ➔ Share Across Devices: Set this to OFF as well.

Sure, just disable the focus setting for “share across devices”.
