Yes this can be done with ease.

In your example, on your iPad, open Settings ➔ Focus ➔ Share Across Devices: Set this to OFF. Do the same thing on your iPhone by opening Settings ➔ Focus ➔ Share Across Devices: Set this to OFF as well.
