Your device, 8113X, appears to be a TCL TV with Roku built-in. The 8000X series Roku TVs should be supported.
Verify that the Roku OS is up-to-date.
Verify that you can access the Roku Channel Store on your TV. Search for ‘Apple TV’ there. Then [+ Add Channel] to your account.

You don't need to get to the Apple store. You need to access your TV's own "app" store.
The Apple TV App should be in there.
