Open Time Machine back up on other Mac Computer?

My MacBook 2008(OS X Mavericks) is dead, but I do have Time machine back up on an external desk. Can I open the files or applications(such as iPhoto) on any other Mac computer? Thanks for your help!

Yes as long as you made a full backup with Time Machine, the Migration Assistant should be able to import data from an older Mac. Note, Mavericks iPhoto has been replaced by Apple's "Photos" app, which can import the Photo Library from iPhoto as of 10.2.3.
