Cannot activate my Mac mini

I cannot find a Wi-Fi symbol on the right corner of the screen after erase my Mac mini and I cannot connect to a cable for internet. How should I do now before trading in?

Tried Recovery Mode?:

Boot into Recovery Mode [Hold down: command + R keys upon boot], go to Disk Utility, and use the WiFi icon on the top-right corner of the screen. Then, connect to the interest, and proceed from there with in install.
