Shortcuts did not install with Monterey

Do you have restrictions installed on your Mac? You can use the steps here to check: Set up content and privacy restrictions in Screen Time on Mac - Apple Support

If you have macOS Monterey installed and no restrictions are enabled, we recommend contacting Apple Support here: Apple - Support - Product Selection
