Error 4000 attempting to update iPod Touch. Performed all steps. Connecting to fully up-to-date Windows 10.

I'm trying to updated iPod touch. I've tried all of the steps, and still get the error.

iPod, iOS 14

Try updating directly on the iPod (Settings>General>Software Update)
