Silenced calls

How do I uncheck the silenced calls while phone is locked… many of my friends think I have blocked them as well as my dentist and other calls I need to answer, but not getting due to that while phone is locked being checked.. I tried to uncheck and it won’t, also tried checking always and I can’t get it off of the phone silencing calls with phone locked… can anyone help tell me how to still keep phone locked while not using it but uncheck that so those calls I do need get un silenced???
