Apple Watch for kids

I just bought my son an Apple Watch. Its asking for a phone to set it up and he doesnt have one. My phone is paired with my watch. Is it unusable without a phone?? He doesn't have a phone but does have an iPad. Can it connect to this?

It goes on to say it can make calls. It cant do that or it would be using the same number as my husbands!
