I am not able to download music from iTunes Match nor iCloud can someone please help? I am using Mac High Sierra and iPhone Pro 12

See Turn on Sync Library (AKA iCloud Music Library) with Apple Music - Apple Support. The steps are the same for iTunes Match as Apple Music. In addition to being signed into your Apple ID your computer also needs to be authorized for it.

In the Music app (or iTunes if you're on Windows), try File > Library > Update Cloud Library
