Why can't I quit mail without a force quit?

Boot in to Safe Mode:

Some settings are probably stuck in one manor or another. Caches are what created these settings. So, boot into Safe Mode. While in Safe Mode, Login Items do not run at login, damaged system files (i.e. caches) are reset, and certain preferences are not ran. To boot into Safe Mode, [Hold Down: the shift key, upon boot].

At times, Apple Mail is still communicating changes with your Mail ISP server, and because this is a network connection, it will ignore the Quit command until that connection activity has finished, or timed out. If you do nothing after quitting Mail, it will eventually finish on its own in a minute or so.

I have been having problem shutting down my computer because the Email program will not quit.I could not even force quit it yesterday

No it was doing that before, now it will not quit. I can not even restarted. It says that mail interrupted restart or quit
