One Apple ID - 2 Watches

Do you have to have two Apple IDs if you have two people wearing two different apple watches?

As long as you share an Apple ID you will continue to have these kinds of problems. There is really no other way around it. Each user should have their own unique Apple ID. If there is information you want to share with your husband, use Family Sharing:

I assume you are using Family Setup for a family member's watch who doesn't have their own iPhone. If so, as it says in the 'What you need' section of:

Set up an Apple Watch for a family member - Apple Support

You need "An Apple ID for yourself and one for the family member who will use the Apple Watch. Your Apple ID needs to have two-factor authentication turned on." To be clear, that is 2 separate unique ones. If you are setting for a child under 13, see:

If that is not the case, I'm not sure what you are trying to do. You can have multiple watch paired to a single iPhone, but they must all have the same Apple ID (and same user).
