Apple Watch activation and Apple ID

I’m trying to set up my Apple Watch from my iPhone. When I type my Apple ID and password In it tells me my Apple ID cannot be used to unlock this device. How do I fix that

I have the correct passcode and Apple ID. But I can’t get past the activation lock to set up the watch. It says Apple ID cannot be used I have the correct Apple id and password to get past an activation lock for an Apple Watch but it won’t let me. I’ve got the previous opener to unpair it’s from their iCloud also. Why won’t it work?
