Photos wont sync to ipad

Have you enabled Photos in iCloud on your iPad?

Settings > [Your Name / AppleID] > iCloud > Photos > iCloud Photos - set to ON

Have you actually read the linked support page that outlines Photos in iCloud?

Using iCloud will not remove photos from your devices. Photos for iCloud is used to synchronise pictures between devices and keep a backup of all your Photos in iCloud.

I think you may be missing the entire point of iCloud. iCloud is the synchronisation service that ties your devices and their data together.
