iPhone bought from Dubai will have facetime?

Hi,

my question is that if I get an iPhone from Dubai, will it have facetime, and will I be able to use that facetime in other countries that allow facetime like Pakistan or Germany.

Yes, if it's running 13.6 or newer, or has a Middle Eastern SIM card(not including ones from the United Arab Emirates or Israel) in it.

Note that you'll likely be denied warranty service on it internationally.

FaceTime isn’t available or might not appear on devices purchased or used in Saudi Arabia, United Arab Emirates, and Pakistan.

However, with iOS 11.3 and later, FaceTime is available on iPhone, iPad, and iPod touch in Saudi Arabia. And with iOS 12.4 or later, FaceTime is available on iPhone, iPad, and iPod touch in Pakistan.

Update your device to get FaceTime in Saudi Arabia and Pakistan.

No, sorry, it's not possible. An iPhone bought in Dubai will have FaceTime permanently disabled, no matter what country you decide to use it in. It cannot be enabled afterwards.
