Software Update may only show updates to the current main system version you are running, not upgrades to a higher system version such as a jump from El Capitan to Sierra.

Copy and paste the information here, but omit the serial number and Hardware UUID (if present). The version of GarageBand on the App Store requires your mac to be running the newest macOS Big Sur 11.0.

You can't make it. You would have to buy a newer Mac.
If it is not eligible fo macOS Big Sur it is not eligible for macOS Big Sur.
That is the whole point of checking whether it is compatible or not.
Buy a new mac.
