why can’t i turn off the shutter sound on my iphone 12

when i’m taking a picture on my iphone 12 normal camera or instagram or snapchat, the camera makes the shutter noise even when it’s on mute. it’s really annoying and i want to know how to get rid of it. can someone help?

You can't with an iPhone exported to Japan for example.

It's against the law there.
