Look at the model number in Settings>General>About.
You have a gray market phone that was originally sold in either Japan or South Korea.
It is illegal to silence the camera shutter sound on devices sold in those countries.
The camera shutter sound can not be muted on devices made for some markets (Japan, as an example).
But Im From Iraq How Do I Know My Phone Came From Japan?
The Model number shows what market is was intended.
Doesn't matter where it is used. The sound can not be turned off.
