The unit would then be unable to start up properly.

First try a cold restart, by disconnecting from power for a minute or two. Then try again.

If the issue continues, then it is probably time for a restore of the system software through a computer. Restore your Apple TV - Apple Support

Unplug it from power, wait 5 or 10 seconds, and plug it back in.
