12 Pro Vibrate/ring

Hi...thought we've read all we could on the iPhone 12 Pro but seem to be stumped.

We traded the iPhone x for this one. On the X model, we had both ring and vibrate set for when a call came in. On our 12 Pro...if vibrate is on...it only rings twice, where it's loud enough to hear it (along with vibrating), but then it continues to ring very quietly and continues to vibrate until it's answered or goes to voice mail.

Is this normal to only ring two times at the high volume?

Any help would be appreciated.
