Cannot use a private window in Safari

Hi,

I cannot use a private window in Safari - the column is gray.

Now I am using Big Sur 11.1 and the problem was there also before 11.1.

[Mac Mini 2018 - i5]

Are you using Screen Time? If yes, turn it off. See https://support.apple.com/guide/mac-help/turn-off-screen-time-mchl7a0a2743/10.15/mac/10.15
