can no longer open private window in safari

I am using macOS Catalina 10.15.2 and Safari 13.0.4 and suddently "New Private Window" is greyed out under the File tab and in Safarti Preferences under General tab there is no option to open Safari in a Pivate Window.

I don't know what's causing this or how to resolve the problem; I would appreciate any suggestions.
