FB messenger worked fine until I bought the new mini iPhone. The app works for text but if I try to attach a picture from within Messenger it opens the pictures and then my phone freezes up and the time and symbols at the top of the screen starts flashing. If I open photos, I can use Messenger to send a photo. I’ve uninstalled and reinstalled twice now, no change. Running 14.2.1

But it worked fine until the 14.2.1 update on the mini!! Sounds like an apple issue to me!!
No, if a third party app breaks on a new version of iOS, that's the fault of the third party app maker, especially as they could have fixed their app during the developer beta period to ensure it worked when the update was released.
