iPhone 12 not vibrating on ring (ringing or silent)

My IPhone XR didn’t vibrate on ringing, I thought it was broken and have just upgraded to a new iPhone 12. It does the same thing!

My settings are green in haptics for vibrate on ring AND vibrate on silent. I’ve tried the toggling them off, restarting the phone and then toggling them back on, the same thing. There must be some other setting??
