Found lost Ipod

I found this Ipod in a vehichle that I purchased 3+ years ago, it doesn't belong to anyone I know. I have charged tried to reset and activiation lock is applied. How can I find the owner or reset myself for use?

Neither. There is no way to get around Activation Lock. See: Activation Lock for iPhone, iPad, and iPod touch - Apple Support

Apple cannot help you find the original owner. Who did you buy the car from? If from a dealer, they would know the who sold it do them?
