No. I have not come across this, but a few thoughts to try:

• Create a New Administrator User:

See what happens with a new Administrator User. If it works, then it is something misconfigured in your current user.

• Try a Different Cable:

If connecting a different cables works, then the issue is obviously the cable.

• Try Disabling Cellular Data:

Is cellular data enabled? If so, disable it and then try this all once more. Cellular data always overrules Wi-Fi.
