Suggest you to upgrade to High-Sierra first and then upgrade to Mojave.

Also check to see if another older OS installer is already in your Applications folder. That needs to be removed before updating.

Finally, I got my MacBook Pro upgrade to Mojave after I reformatted my original internal HDD.
