I installed chrome to my ipad but it did not appear in settings — I would like to set it as my default browser. I’ve tried reinstalled it a few times yet it persisted. I tried other app and it immediately showed up in the settings. What happened?

The ability to set a default browser requires iPadOS14 or later to be installed. Tags appended to your post suggest that your iPad Air is running iPadOS13.
