Cannot get original owner to sign in on Icloud for new set up

My sister died and and I was given her iphone. Cannot have her go on icloud and turn off the phone. I need help activating it.

Id My son has been given a used iPhone but the previous owner has not signed out of iCloud and we cannot get in touch with them. Any ideas?

Iphone is linked to iCloud account - owner not available...now what? My Dad passed away in 2018 and this phone is part of his estate. Iphone 7 Plus and it is linked to iCloud account. I am unable to finish setting up the phone until it is deactivated from previous owners account . Anyway to get around this?
