My Dad passed away in 2018 and this phone is part of his estate.
Iphone 7 Plus and it is linked to iCloud account. I am unable to finish setting up the phone until it is deactivated from previous owners account . Anyway to get around this?

If the iCloud account is your deceased father's, then take the iPhone and proof the owner was your deceased dad to an Apple Store or Authorized Apple Service Center and seek assistance there.
The Activation Lock screen indicates the shell of an email address. Does this shell match your deceased father's address? Perhaps that can help determine if it's his account.
Do you know if he purchased the iPhone brand new and was the sole owner? If so, it's likely his account.
Unfortunately I don't really know. He was NOT computer or phone savvy so I doubt it is his account. My Mom remembers him saying something about purchasing an iphone from someone but we have no idea who.
Was just going to use Itunes for my Mom if possible - but looks like we can't use it.
