iCloud photos

Hi guys, today I’ve changed iPhone and then I’ve transferred all Datas in the new iPhone, but now I can’t see my iCloud photos (photos are all black with the exclamation point), can I resolve it?

”the download of iCloud photos is stuck at 1% at least from 5h

Make sure the device is plugged in to power and out of low power mode (per your screenshot).
