want time and date up all the time
I would like the top bar with date, time, etc to be displayed continually. It used to be but now you have to move curser every time you want to see it.

Not sure what you mean. If an app is in Full Screen the menu bar hides automatically. If not, check System Preferences > General and make sure "Automatically hide and show the menu bar" is not checked.
It sounds like you are in "Full Screen Mode." Is this happening in all applications? Just, e.g., Safari? Control-command-F is the usual toggle for this mode.
