New phone, requires to update to 13.6.1 before I open the phone but it won’t let me update.

Yes and yes. I have it on the charger too because I wasn’t sure if that would help or not :)
Wait a bit further and if it doesn't work restart the iPhone and try again.

I got the iPhone 11 and I have been waiting two hours for the software update 13.6.1 to begin updating and it’s just has “install now” on the screen with a loading symbol beside it and it won’t let me touch it
