Exporting and reimporting is working well for photos, but is not a good option, if you want do move videos, because the file creation date will change and videos are not having an embedded EXIF capture date tag. Tt would be a lot of work to recreate the correct dates.
I recommend the slast option suggested by TD. Drag and drop your Photos Library from the Pictures folder to an external volume. Prepare the external volume as described here, or you may not be able to use the library on the external volume: Move your Photos library to save space on your Mac - Apple Support
Then test the copy of the library thoroughly . Double click the library on the external volume to open it in Photos and see, if it is working. Once you are convinced, that all is well, you can switch back to the library on your internal volume and delete the videos from the internal library.

Videos specifically? You would have to export them, and so have them outside of Photos.app, or create a second library for them.
Or you could just move the whole library as a unit.
