i deleted photos from the phone and icloud , can i recover these photos

When you delete a photo it is moved to the Recently Deleted album. Unless you also opened Recently Deleted and deleted the photo a 2nd time it is still there. If you did delete it from there that also deleted it from iCloud, and there is no way to recover it.

Look in the recently deleted album in the photos app or look in iCloud.com. If you see them in there, you can recover them.

Unfortunately, you may be learning about the importance of a working back-up. Important things such as photos should be backed up to your computer or an external drive. I could find no Support number for Spain, but you might click on Contact Support at upper right corner of any forum page.
