Can I create a bootable usb drive from windows 10

I Have AN HP laptop running windows 10. I just acquired a mac air A1466 from ebay used and wiped clean. now I need to install an OS but I want to use a usb drive to install. or is internet recovery the best way since I have 3 hours and 15 minutes to go gor download of El Capitan.

Internet recovery is pretty much your only option.

You can't create a bootable macOS installer on a PC.
