As long as you iPhone is nearby, the GPS only model can do Everything the cellular model can do.

Yes, you have to ask your carrier to put cellular service on you Apple Watch. And You have to pay additional monthly charge for it.
I'd love to get an Apple Watch, but I'm on a tight budget.
Trying to avoid additional costs.
