Cannot download from app store

I have an ipad mini 3, and i cannot download anything from the app store. It is updated to the latest version. I tried restarting/ erasing everything but it didn't help.

Check Settings>ScreenTime>Content&Privacy Restrictions>Itunes&AppStore purchases... the first 3 options MUST be ALLOWED.
