difficulty upgrading from high Sierra to Catalina

Having difficulty upgrading MacBook pro from High Sierra to Catalina. Software installs and on goes to restart but never completely shuts down to reboot

Do a forced shutdown. Wait 30 seconds, then restart the computer. Check the installation is complete, then open Disk Utility and run First Aid on the startup drive.
