Sign in with your Amazon account on the new device. You will have to download the book(s) you'd like to read, but your library and reading progress should sync.

You will need to reach out to Amazon’s support for assistance with their product. If I had to guess you would just sign into your Amazon account on the newer iPad in the Kindle application.
