Bluetooth CANNOT find devices

Early 2013 Macbook Pro Retina

Mojave 10.14.6

Bluetooth will not find any devices to connect too.

Have tried:

Restarting computer
deleting Plist file
shift+option+command and debugging all options
I'm pretty sure I tried reinstalling Mojave
turning bluetooth off and on again

Unsure what else I'm doing wrong. Anyone have a solution?
